Mayne0213 fa63d0f86a feat: add Gitea credentials and Actions runner

- Add gitea-creds ExternalSecret for ArgoCD authentication to Gitea
- Enable Gitea Actions in helm-values.yaml
- Add gitea-runner deployment for CI/CD
