Mayne0213 c34f56945a feat(prometheus): enable container CPU throttling metrics collection

- Override default cAdvisorMetricRelabelings
- Remove cfs_throttled_seconds_total from drop regex
- Enables CPU Throttled panels in Grafana dashboards
