INIT(deploy): portfolio project setup

Add complete portfolio project including:
- Next.js application in services/nextjs
- Docker configurations for dev and prod
- Kubernetes deployment manifests with kustomize
- ArgoCD application configuration
- GitHub Actions workflow for automated builds
