REFACTOR(repo): simplify project structure

Build Docker Image / build-and-push (push) Has been cancelled
- Move services/backend to langgraph/
- Move deploy/docker/Dockerfile to Dockerfile
- Remove deploy/, services/ folders
- Update GitHub Actions workflow paths
- Remove kustomization update logic (managed by K3S-HOME/applications)

REFACTOR(build): use native ARM64 runner

- Switch from ubuntu-latest to ubuntu-24.04-arm
- Remove QEMU emulation (not needed with native ARM)
- Use CR_PAT instead of GITHUB_TOKEN for ghcr.io access
