REFACTOR(build): use native ARM64 runner

- Switch from ubuntu-latest to ubuntu-24.04-arm
- Remove QEMU emulation (not needed with native ARM)
- Use CR_PAT instead of GITHUB_TOKEN for ghcr.io access
