PERF(repo): apply CPU/Memory limits based on VPA

- Set CPU request to VPA recommendation - Set CPU limit to VPA × 1.5 for burst allowance - Set Memory limit to VPA × 1.5 to prevent OOM - Prevent cascading failure on node failure
