9abcdfa98d REFACTOR(goldilocks): use managedNamespaceMetadata for namespace labels 
- Remove namespace.yaml files
- Add managedNamespaceMetadata with Goldilocks label
- Set CreateNamespace=true in syncOptions
- Update kustomization.yaml to remove namespace.yaml references
