FIX(postgresql): pg-dev CPU throttling by moving

- resources to...
- Move resources config under primary.resources (Bitnami chart
  structure)
- Set CPU limit to null to prevent throttling (was 39% throttled)
- CPU request: 30m, Memory limit: 256Mi
