CHORE(tekton): enable auto-prune for tekton-ci-cd

- Enable prune: true to auto-delete orphaned resources
- Add finalizers for proper resource cleanup
- Add PrunePropagationPolicy and PruneLast sync options
- Set revisionHistoryLimit to 10
