REFACTOR(traefik): switch from HAProxy

- to Traefik ingress controller
- Update all ingress files to use ingressClassName: traefik
- Update cert-manager ClusterIssuer to use traefik class
- Remove haproxy.org annotations from ingress files
- Update vault helm-values to use traefik
