REFACTOR(obs): integrate ingress to helm-values

- alertmanager: move ingress to karma inline, servicemonitor to manifests
- goldilocks: move ingress to helm-values
- grafana: move ingress to helm-values
- uptime-kuma: move ingress to helm-values
